		<description><![CDATA[On April 29th 2009, Congress marked President Obama’s 100th day in office by passing his transformational plan to overhaul the nation’s health care system, make college more accessible, and eliminate wasteful subsidies and abusive tax shelters and loopholes.]]></description>
			<content:encoded><![CDATA[<p>On Feb. 24, 2009, the president introduced a budget plan that balances long-needed investments in our future and sensible budget savings. Taken as a whole, it prioritizes the concerns of the public over those of Washington&#8217;s entrenched special interests.<span id="more-68"></span></p>
<p>We called upon Congress to follow and build upon the President’s lead in crafting its Budget Resolution, recognizing that there is no time to waste in meeting the nation’s long-deferred needs.</p>
<p>AKPIRG joined with the Renew and Rebuild America Coalition to push for the president&#8217;s budget with all of its public interest priorities intact.  AKPIRG organizing a coordinated campaign, hosting events and reaching out to the media to make sure congress does not miss this important opportunity.</p>
<p>On April 29th 2009, Congress marked President Obama’s 100th day in office by passing his transformational plan to overhaul the nation’s health care system, make college more accessible, and eliminate wasteful subsidies and abusive tax shelters and loopholes.</p>
<p>The budget resolution passed by Congress prioritizes students over banks, consumers over insurance companies and taxpayers over entrenched special interests.  It speaks to the key concerns that all Americans share, and provides a roadmap to a strong, stable economy.</p>
<p>On health care, the budget resolution sets the stage for fiscally responsible health care reform legislation later this year to address sky-rocketing costs.”</p>
<p>For too long, unrestrained growth in health care costs has fueled the profit margins of insurers, drug companies, and other special interests, while American families and small businesses suffered.  In today’s struggling economy, our country simply can’t afford another year of higher health care costs.</p>
<p>For higher education, the resolution includes a significant reinvestment in the Pell grant, the nation&#8217;s primary need-based student aid program, which could be achieved by cutting excessive subsidies from banks and lenders.</p>
<p>By redirecting wasteful bank subsidies to increased aid for students, the budget resolution underscores just how deeply our federal government is committed to making college more affordable.</p>

<p>From consumer protection, identity theft and fraud, to voting rights, ethical government and clean energy, AKPIRG has been pursuing policies that give ordinary Alaskans a voice that can be heard. As a member of the federation of State PIRGs, we work on national policy as well as issues that are uniquely Alaskan.</p>

<h2>Matt Wallace</h2>
<h3>Executive Director</h3>
<p>Matt Wallace comes to AKPIRG after working with the state Public Interest Research Groups (PIRGs) and affiliated organizations since 2001.  He has held a variety of professional roles in the public interest movement, from fundraiser and volunteer organizer to legislative advocate.  Most recently, Matt worked with the Oregon State Public Interest Research Group (OSPIRG) where he served as Consumer Advocate, developing and implementing state level campaigns on consumer protection policy with the legislature, the media, students, and members of the public.  His achievements there included helping to craft and pass a state law in 2009 designed to slow the rate of foreclosures by requiring mortgage lenders to meet with struggling homeowners, and working to pass a state law to protect consumers from unlawful debt collection practices.  Matt is a graduate of Portland State University, and currently resides in Anchorage with his wife and a very excellent dog.</p>

			<content:encoded><![CDATA[<p>Technology has eliminated the need for a second electrical intertie linking Anchorage with the Kenai Peninsula, yet Chugach Electric is trying to push ahead and use the $46.8 million in &#8220;free money&#8221; granted to it by the state in 1993. Research indicates the Intertie: is not needed and there are cost effective alternatives, is outdated due to fuel cell and other technologies reducing the need for centralized electric grids, is likely to fail with the risky undersea line under Turnagain Arm, would not provide power to communities cutoff from power by recent avalanches, risks potential harm to Turnagain arm and the Kenai National Wildlife Refuge. AkPIRG continues to lobby and bring expert testimony to the legislature in order to reappropriate the intertie money.</p>

			<content:encoded><![CDATA[<p>In legislation passed by the Alaska House (HCR 1) AkPIRG was named to a Task Force desgined to plan for Alaska&#8217;s future energy needs. Alaska has never had such a body, and AkPIRG will work to represent consumers among nearly a dozen industry representatives. AkPIRG will work to ensure that cheap, reliable and environmentally friendly energy is available to Alaskans. In addition to ensuring that Alaskans will be able to benefit from North Slope natural gas, AkPIRG will promote the alternative energy successes of our circumpolar neighbors as well as the successes that have already helped Alaska&#8217;s economy and environment.</p>

			<content:encoded><![CDATA[<p>While many legislators and the Governor endorsed the raid on Permanent Fund Dividends, AkPIRG&#8217;s research indicated the advisory ballot was a bad deal. By exposing the sources of money for the PFD raid, AkPIRG let Alaskans know that the largest contributors were oil companies and industrial tourism concerns that didn&#8217;t want to risk being a targeted for possible future taxes. Alaskans saw the ruse and defeated the raid by a margin of 83% to 17%&#8211;the largest ballot proposition victory in Alaska.</p>

			<content:encoded><![CDATA[<p>BP made a &#8220;compact&#8221; with the Governor that would have essentially handed over control of Alaska&#8217;s oil future to the company. It would have threatened Alaska&#8217;s political and economic well-being. AKPIRG bought public attention to the issue through media efforts, participated in the Backbone Alaska coalition, met with the Federal Trade Commission (FTC) and worked to get information that was needed for the FTC to make a good decision. AkPIRG helped win a fair deal to preserve competition. In the end, the FTC opposed the merger and ARCO&#8217;s Alaska assets were completely bought by Phillips Petroleum. The new merger still requires careful monitoring.</p>
